The care and treatment of persons and the families of persons in need who are homeless or suffering from psychological or physical infirmities or who by reason of adverse circumstances, ill-health or by being discharged offenders are in need of help in acquiring a settled way of life through the establishment of hostels and residential accomodation, and to educate these persons so as to develop their physical, mental and spiritual capacities, that they may develop to full maturity as members of the community.
