(a) to relieve persons in any part of the world who are in conditions of need, hardship and distress by reason of their social and economic circumstances and in particular but not exclusively by deploying human and material resources to provide appropriate relief to such persons
(b) to provide education, training and re-training opportunities and work experience especially for unemployed people and people in rehabilitation
